If you rule out Brazil then historically you are looking at either the host nation winning (England in 1966 and France in 1998) or Italy or Germany winning (they've won 7 European World Cups between them). Italy are a solid team but they've been eliminated at the group stage of the last 2 World Cups so strong preference is for Germany who looked largely impressive when winning the 2014 World Cup.

The stats strongly point to an all European final with Germany being one of the teams to reach the final. Italy would be a strong stats pick to join them but Italy don't look very strong ahead of this World Cup so there might be better value in forgiving Spain their poor performance at the 2014 World Cup. They have some talented youngsters waiting to take over from the old guard and they look the next best European team here ahead of France.
